Bill Summary: As introduced, this bill pertains to the health and wellness of young children in the District. It includes provisions that requires the Office of the Deputy Mayor for Health and Human Services (DMHHS) to establish and lead a Healthy Steps Pediatric Primary Care Demonstration Program to implement Healthy Steps and provide lactation support services; requires participating clinics to report certain information to DMHHS; expands the Help Me Grow Program in the Department of Health (DOH); requires DOH to produce reports for submission to the Mayor, Council, and other District entities providing information about the Health of Children under 3 and progress towards implementing the Help Me Grow program; requires DMHHS, DOH, CFSA, and community based home visiting programs to provide access to home visitation services to all families children under 3 in CFSA placements; requires DMHHS to coordinate with a higher education provider and lactation consultant preparatory course to establish a lactation certification preparatory program; requires the Department of Behavioral Health to provide mental health consultation in all child care subsidy program provider facilities; expands the Quality Improvement Network; requires DGS to identify appropriate spaces for child development centers in Wards 7 and 8, and requires OSSE to provide for the administration provide of at least four of those spaces as child development centers; and requires DMHHS to fund a partnership between the Community College at UDC’s Early Childhood and Toddler degree program for on-site classes for early childhood professionals.
